Fan Zhongyan (989-1052), courtesy name Xiwen, was a native of Suzhou (now Wuxian County, Jiangsu Province) and a famous politician and writer in the Northern Song Dynasty. He was born in poverty, studied hard since childhood, and felt deeply about the suffering of the lower class people. He was a Jinshi at the age of 27. As an official, he dared to give direct advice. He was responsible for the northwest frontier defense and made many military exploits. He later served as a political advisor and made suggestions for reforming government affairs, which touched the interests of conservatives and was demoted. After his death, he was given the posthumous title Wenzheng and wrote "Fan Wenzhenggong Collection".
