1. Now it's Steven's turn to speak.
It is one's turn to do sth. It means "it's someone's turn to do something", one's can be replaced by an adjective possessive pronoun. Among them, turn is a noun, meaning "turn, take turns", and it is the formal subject, and the real subject is the infinitive of the following verb.
For example: It's my turn to clean the blackboard.
It's my turn to wipe the blackboard.
2. Later, we had a picnic near the lake.
have a picnic means "to have a picnic", have is a substantive verb here, equivalent to take, and this phrase is equivalent to go for a picnic. As a substantive verb, have can also form phrases with other nouns, such as:
