1. How did the People’s Congress come into being?

(1) State power organs at all levels in our country are composed of representatives elected by the people. They uniformly exercise state power on behalf of the people and decide major national and local affairs.

(2) Our country’s Constitution stipulates: “The organs through which the people exercise state power are the National People’s Congress and local people’s congresses at all levels.”

(1) The National People's Congress is the highest organ of state power. It exercises state power uniformly on behalf of the people of the country and occupies the highest position in the entire state agency system.

(2) Local people’s congresses at all levels are local organs of state power. It is the organ through which the people within this administrative region exercise state power.

Local state administrative organs, judicial organs and procuratorial organs are all produced by the people's congress at the same level, are responsible to it, and are subject to its supervision.
