(4) Taiwan’s current social and economic systems will remain unchanged, its lifestyle will remain unchanged, and its economic and cultural relations with foreign countries will remain unchanged.

(5) The Taiwan authorities and representatives from all walks of life can assume leadership positions in national political institutions and participate in national management.

(6) When Taiwan’s local governments encounter financial difficulties, the central government may provide subsidies at its discretion.

(7) Taiwanese people of all ethnic groups and people from all walks of life who are willing to return to the motherland to settle on the mainland are guaranteed to have proper arrangements, no discrimination, and freedom of movement.

(8) Taiwanese business people are welcome to return to the motherland and invest in the mainland, and their legitimate rights and interests and profits are guaranteed.

(9) We sincerely welcome people of all ethnic groups, people from all walks of life, and mass organizations in Taiwan to provide suggestions and discuss national affairs together.

2. We have no objection to Taiwan’s development of non-governmental economic and cultural relations with foreign countries. However, we oppose Taiwan's so-called "expanding international living space" activities for the purpose of creating "two Chinas" and "one China, one Taiwan." Only after peaceful reunification can Taiwan compatriots, together with people of all ethnic groups across the country, truly and fully share the international dignity and honor of our great motherland.

3. Conduct cross-Strait negotiations for peaceful reunification. During the negotiation process, representative people from various parties and groups on both sides of the Taiwan Strait can be invited to participate. Under the premise of one China, any issue can be discussed, including various issues that the Taiwan authorities are concerned about. As a first step, the two sides can first negotiate and reach an agreement on "formally ending the hostilities across the Taiwan Strait under the one-China principle." On this basis, we should jointly assume obligations to safeguard China's sovereignty and territorial integrity, and plan for the future development of cross-Strait relations.

4. Strive to achieve peaceful reunification, and the Chinese will not fight the Chinese. Our non-commitment to renounce the use of force is by no means aimed at Taiwan compatriots, but against the attempts of foreign forces to interfere with China's reunification and pursue "Taiwan independence."
