Prefer is a verb, meaning "prefer, prefer", which is equivalent to like...better. Generally not used in the progressive tense. Common usage is as follows:

(2) prefer to do sth. means "prefer to do something".
(3) prefer(doing)A to(doing)B means "I prefer (doing) A to (doing) B", where to is a preposition.
