1. In the PS software, open the color palette and choose several beautiful colors you like.

6. Select the smaller brush to add more color to the letters and use the smaller blend brush to blend everything together, Thus bringing a more chaotic feel to the text. Just be sure to select the entire type layer so the color doesn't spill over to the sides.
Using a 20 px, hard white brush, create a new layer and add glitter around the edges of the letters. This can be achieved by adding a point followed by a line for an almost cartoon effect.
8. Create paint drops
Choose a hard brush and Alt/Opt-click to dribble a little on one of the letters. Draw a drop of paint with the brush; if you want to make a longer drop, you can hold down the Shift key and drag the brush to create a perfectly straight line.
9. To make the shape of the paint drop produce a three-dimensional effect, brush a darker shadow along one side of the drop, and then draw a highlight.
10. With paint drops, brush a few through the brush to create little dolls underneath them. Again, use a darker shade to increase its effect.
11. The shape of the paint drop is too straight. We need to use the deformation tool to change the paint drop from thin to thick.
12. Add splashes. Clip a Gradient Mask to these splashes.
