Open the ppt to be made and make the content, as shown in the figure.
Click the "Animation" option in the ppt toolbar, as shown in the figure.

Why can't it be selected? Because the animation content to be edited is not selected, as shown in the figure, if you want to edit the animation effect, you must select the content, and you can add the effect after selection.
As you can see, there is no effect by default, that is, "None" is selected.
Select the effect to be used (left click to take effect), as shown in the figure.
