总台央视记者：习近平主席在博鳌亚洲论坛2022年年会上提出全球安全倡议。中方在这个时候提出这一倡议有何特殊意义？这个倡议对其他各方开放吗？

CCTV: President Xi Jinping proposed the Global Security Initiative at the Boao Forum for Asia Annual Conference 2022. What is the significance of putting forward the Initiative at this moment? Is it open to all parties?

汪文斌：当前，世界既不太平也不安宁，地区安全热点此起彼伏，欧洲安全问题再次牵动全球目光。单边主义、霸权主义、强权政治威胁上升，和平赤字、安全赤字、信任赤字、治理赤字有增无减，人类社会面临的安全挑战问题单似乎越来越长，越来越棘手。这种状况不应再继续下去了，因为这与历史前进的方向背道而驰，同人类的安危福祉背道而驰。

Wang Wenbin: The world today is far from being peaceful and tranquil, as regional security hotspots keep flaring up and the European security issue receives worldwide attention. With growing threats posed by unilateralism, hegemony and power politics, and increasing deficits in peace, security, trust and governance, mankind is facing more and more intractable problems and security threats. This situation should not continue anymore because it runs counter to the trend of history as well as the security and well-being of humanity.

在这样的时代背景下，习近平主席从全人类前途命运出发，提出了全球安全倡议。这是中方提供的又一国际公共产品，是人类命运共同体理念在安全领域的生动实践。全球安全倡议倡导“六个坚持”，即坚持共同、综合、合作、可持续的安全观，共同维护世界和平和安全；坚持尊重各国主权、领土完整，不干涉别国内政，尊重各国人民自主选择的发展道路和社会制度；坚持遵守联合国宪章宗旨和原则，摒弃冷战思维，反对单边主义，不搞集团政治和阵营对抗；坚持重视各国合理安全关切，秉持安全不可分割原则，构建均衡、有效、可持续的安全架构，反对把本国安全建立在他国不安全的基础之上；坚持通过对话协商以和平方式解决国家间的分歧和争端，支持一切有利于和平解决危机的努力，不能搞双重标准，反对滥用单边制裁和“长臂管辖”；坚持统筹维护传统领域和非传统领域安全，共同应对地区争端和恐怖主义、气候变化、网络安全、生物安全等全球性问题。

It is in this context that President Xi Jinping proposed the Global Security Initiative with the future of all humanity in mind. The Initiative is yet another global public good offered by China and a vivid illustration of the vision of a community with a shared future for mankind in the security field. The Global Security Initiative champions the commitment in six areas: stay committed to the vision of common, comprehensive, cooperative and sustainable security, and work together to maintain world peace and security; stay committed to respecting the sovereignty and territorial integrity of all countries, uphold non-interference in internal affairs, and respect the independent choices of development paths and social systems made by people in different countries; stay committed to abiding by the purposes and principles of the UN Charter, reject the Cold War mentality, oppose unilateralism, and say no to group politics and bloc confrontation; stay committed to taking the legitimate security concerns of all countries seriously, uphold the principle of indivisible security, build a balanced, effective and sustainable security architecture, and oppose the pursuit of one’s own security at the cost of others’ security; stay committed to peacefully resolving differences and disputes between countries through dialogue and consultation, support all efforts conducive to the peaceful settlement of crises, reject double standards, and oppose the wanton use of unilateral sanctions and long-arm jurisdiction; stay committed to maintaining security in both traditional and non-traditional domains, and work together on regional disputes and global challenges such as terrorism, climate change, cybersecurity and biosecurity.

全球安全倡议强调人类是不可分割的安全共同体，明确了维护和实现全球安全的核心理念、根本遵循、重要原则、长远目标和可行思路，既展现顶层设计的宏观思维，又包含解决实际问题的微观视角，既是奔着解决人类安全的现实问题去的，也是为了谋求世界和平的长久之道，必将为推动全球安全治理体系改革、破解人类安全困境、推动构建人类命运共同体提供重要理念指引。

The Global Security Initiative stresses that we humanity are living in an indivisible security community. It sets out the core concept, fundamental guidelines, important principles, long-term goals and feasible approach of upholding and achieving global security. With the macro thinking of top-level design and the micro perspective of solving practical problems, the Initiative focuses on both real problems bearing on the security of mankind and the enduring solution to realize world peace. The Initiative will be an important vision guiding the efforts for reforming the global security governance system, resolving the security difficulties faced by humanity, and advancing the building of a community with a shared future for mankind.

全球安全倡议秉持真正的多边主义，面向全球开放，欢迎各国共同参与。中国不仅是这一重大倡议的提出者，也将是落实倡议的行动派。我们愿通过联合国平台以及多双边渠道，同各方就该倡议深入交流，相互启发，凝聚全球合力，推进倡议落地，为推动政治解决各种国际和地区热点问题、维护世界和平与安宁贡献智慧和力量。

The Global Security Initiative upholds true multilateralism. It is open to the world and welcomes the participation of all countries. As the country that put forward this major Initiative, China will also take earnest actions in its implementation. We are ready to work through the UN and bilateral and multilateral channels to have in-depth exchange of views with all parties on the Initiative so that we can inspire each other, pool global synergy, follow through on the Initiative, and contribute wisdom and strength to the political settlement of various international and regional hotspot issues and the maintenance of world peace and tranquility.

法新社记者：美国国务院对中国与所罗门群岛安全协议缺乏透明度表示关切，并称中方惯于提出含糊不清的协议，却不寻求地区磋商。外交部对此有何评论？

AFP: The US State Department has expressed concern about the lack of transparency of China’s security agreement with Solomon Islands. It says this follows a pattern of China offering big deals with little regional consultation. Does the foreign ministry have any comment on this?

汪文斌：美方的有关言论无端指责中所安全合作，罔顾事实、别有用心。中所双方已经多次介绍了中所安全合作的具体情况，何来“不透明”之说？我愿再次强调，中所安全合作方式是公开透明、开放包容的，不针对任何第三方，同所罗门群岛现有的双、多边安全合作机制并行不悖，相互补充。我们愿同有关国家发挥各自优势，形成国际合力，共同促进所罗门群岛和南太地区的安全稳定。

Wang Wenbin: The remarks by the US side wantonly criticized China-Solomon Islands security cooperation in disregard of facts and driven by ulterior motives. China and Solomon Islands have both talked extensively about our security cooperation. How can anyone allege that it lacks transparency? I would like to stress again that China-Solomon Islands security cooperation is open, transparent and inclusive, and does not target any third party. It proceeds in parallel with and complements Solomon Islands’ existing bilateral and multilateral security cooperation mechanisms. China stands ready to work with relevant countries and leverage respective strengths to form international synergy and jointly promote the security and stability of Solomon Islands and the South Pacific region.

香港电台记者：香港特区行政长官选举候选人受美国政府制裁已经一年多。美国的谷歌公司称需要履行政府的制裁法令，终止运作候选人的社交媒体竞选频道。发言人对此有何回应？

RTHK: Google has removed the campaign channel of Hong Kong’s chief executive candidate on its social media platform, citing sanctions imposed on him over one year ago by the US government. What’s your response to this?

汪文斌：美国有关公司以遵守制裁为借口，甘当美国政府干涉别国内政的政治工具，这是完全错误的、无理的。我们对此坚决反对。这一行径再次暴露了美方为政治目的不惜破坏言论自由、资讯传播自由和网络空间公平公正秩序的虚伪“双标”以及打着各种旗号干预香港事务、干扰破坏香港第六任行政长官选举的险恶用心。

Wang Wenbin: It is totally wrong and groundless for certain US companies to willingly serve as the US government’s political tools to interfere in the internal affairs of other countries citing compliance with sanctions as an excuse. China is firmly opposed to this. The US, out of political purpose, went so far as to undermine freedom of speech and information sharing as well as fair and just order in cyberspace, in order to interfere in Hong Kong affairs under various pretexts and disrupt the HKSAR’s sixth-term chief executive election. This reveals the US’ hypocrisy, double standards and malicious intention.

香港社会各界对外国势力公然干预香港选举的恶劣行径予以一致谴责，要求美社交平台公司尊重香港特区行政长官选举的公平公正。我们对此完全赞同、坚决支持。

Various sectors in Hong Kong unanimously condemn the egregious acts by foreign forces to flagrantly interfere in the election in the SAR, and demand that companies running social media platforms respect the fair and just chief executive election. We fully agree with and firmly support them.

我们正告美西方一些别有用心的势力，立即停止插手香港事务、干涉中国内政。中方维护国家主权、安全、发展利益和香港长期繁荣稳定的决心坚定不移，任何施压破坏伎俩都影响不了香港行政长官选举的顺利进行，都阻挡不了香港由乱及治的大势。

We have this stern warning for some forces in the US and other Western countries who harbor ill intentions: stop meddling in Hong Kong affairs and other internal affairs of China immediately. China is firmly resolved to uphold national sovereignty, security and development interests and Hong Kong’s lasting prosperity and stability. No ploys of pressure or sabotage can affect the smooth chief executive election or hold back the overwhelming trend of a turnaround from chaos to stability in Hong Kong.

路透社记者：中方领导人表示，中方致力于向全球提供新冠疫苗。外交部可否介绍近期在疫苗运输及交付方面的具体规划？

Reuters: The Chinese leader spoke about China’s commitment to delivering COVID-19 vaccines around the world. Does the foreign ministry have any specific details that can share about planned shipments or deliveries of COVID-19 vaccines in the near future?

汪文斌：在全球抗击疫情过程中，中方一直是全球抗疫合作的“排头兵”，促进疫苗公平分配的“火车头”。去年，习近平主席提出了全球疫苗合作行动倡议，核心就是加快实现疫苗在发展中国家的公平可及。迄今，中方已向120多个国家和国际组织供应超过21亿剂新冠疫苗，全球使用的疫苗有一半是中国制造。同时，中方最早支持疫苗知识产权豁免，率先同发展中国家开展联合生产，目前已形成10亿剂疫苗年产能。

Wang Wenbin: In the fight against COVID-19, China has always been a pacesetter in global anti-epidemic cooperation and a champion for the equitable distribution of vaccines. Last year, President Xi Jinping put forward the Global Vaccine Cooperation Action Initiative, the core of which is to accelerate equitable access to vaccines in developing countries. China has supplied more than 2.1 billion doses to more than 120 countries and international organizaitons so far. One in every two doses of vaccines administered globally is “made in China”. China was among the first to waive the intellectual property rights of vaccines, and has taken the lead in carrying out joint production with developing countries, with an annual production capacity of one billion doses.

习近平主席在博鳌亚洲论坛2022年年会开幕式上的主旨演讲中表示，中国将继续向非洲、东盟分别援助6亿剂、1.5亿剂疫苗，为弥合“免疫鸿沟”作出积极努力。中方将继续为国际社会共同抗击疫情、为发展中国家获得公平可及的疫苗作出更大贡献。

As President Xi Jinping said in his keynote speech at the opening ceremony of the Boao Forum for Asia Annual Conference 2022, we will follow through the pledged donation of 600 million and 150 million doses of vaccines to Africa and ASEAN countries respectively, as part of our effort to close the immunization gap. We will continue to make greater contributions to the international community’s joint response to COVID-19 and developing countries’ equitable access to vaccines.
